This payment will be of £20 quote apart from the annual contribution of £6,000 made by the Government of Hong Kong towards the cost of the mail-service maintained by the Home Government.
In respect of the homeward mails sent by French Packet, the Hong Kong Post Office will pay the French Post Office for the sea conveyance and will pay the French and Italian Post Office for the land transit according to the result of triennial statistics.
As regards official correspondence sent from Hong Kong to their country, the Treasury has decided to require the local Naval and Military Authorities at Hong Kong to pay their own postage, either in money or by means of Colonial postage stamps, as may be arranged between themselves and the local Post Office.
The details of the arrangement will be settled between this Department and the Postmaster General.
I have only to add that it will be convenient both to the Colony and to this Department to commence the new system on the 1st of April next, and the Postmaster...
